National Arts Funding Update: Increase to NEA to be proposed.

From our friends at Americans for the Arts...

There have a few developments of note concerning the arts in the last few weeks:

First, on January 22, the U.S. Congress finally approved the FY 2004 Omnibus Appropriations Bill. Programs of interest to the arts include
* the Department of Education's arts education program: $35.1 million
* the Department of Education's 21st Century Community Learning Centers: $1 billion
* the Office of Museum Services within IMLS: $31.4 million
* the State Department, which receives funds to pay U.S. dues in full to UNESCO and is encouraged to beef up cultural and artistic exchange within current overall funding levels.

Unfortunately, the bill also contains a very small cut (or "rescission") to *all* 2004 domestic spending. In other words, it rescinds a small amount -- .59 percent -- of already-approved funding for NEA and NEH. While this is a disappointment, at least we cannot complain that the arts are being singled out for special treatment. With these cuts, the final 2004 numbers are:

NEA $121.0
NEH 135.3 (Dollars in millions)

With respect to tax legislation, major momentum is building for a tightening of rules involving donations of property -- especially vehicles, land, and intellectual property -- but nothing of major importance to art or arts institutions has yet been proposed. We continue to monitor this situation closely.

Finally, you'll recall that NEA Chair Dana Gioia indicated that there will be a substantial proposed increase for his agency for FY 2005. *We understand that there will be an announcement from the NEA and White House today.* Also, the White House has already announced that there will be a proposed increase of 14 percent for the Institute of Museum and Library Services for FY 2005. We will give you detailed information on these budget proposals as soon as it is available.

Help Make the Case: Take Our Survey

As we get ready to start a new legislative session, it will be important for us to be able to talk about the affect of cuts to arts funding. MCA is working with the Minnesota Council of Nonprofits to quantify the impact of the cuts. This will be VERY IMPORTANT to our work over the next year.

A. ORGANIZATIONS
If you work with an arts organization, please take the time to complete the following two brief surveys. These two surveys will give us a complete picture of the impact of the cuts to arts organizations.

1. Survey to quantify staff lay-offs and other employment changes (such as positions left open, reduced hours, etc.) at non-profit organizations:

The Minnesota Alliance for Arts in Education will be doing a survey soon about the arts in the schools. We'll send you a link when we get it.

With your help, we will build a strong case to get back the arts funding we lost last session, and start moving forward again.

Sheila or Larry,

I've heard a number of people mention a difference in Politics and politics. What is the difference between the two for you? Can you give us an example?

Well, last year we had a very tough year. The state had a historic budget deficit which represented 14% of the overall budget - one of the biggest deficits in Minnesota history. The Governor proposed a 40% cut to the arts, and set parameters that they wouldn't raise taxes to solve the budget deficit. We fought all session and got the cuts reduced to 32% - still a huge cut, but at least we got it reduced.

This year we need to make sure that legislators understand the impact of those cuts statewide. We want to have legislators meeting with their own constituents to talk about the impact of the cuts locally, to their own districts.

This year is not an "appropriations" year (the state does its budget every two years), but we want to lay the groundwork for restoring the arts funding that was lost, and to hopefully get an increase next year.

I think "Politics", in this use, refers to activities connected to securing greater government support for the arts; "politics" refers to the normal interpersonal complexities that exist in every office, relationship, and other parts of life in general.

What are you seeing as the results of the budget cuts? Do you think a single year is enough time to show the damage done by those cuts?

The impact is building, and no, we haven't seen the full result of the cuts yet. The fact that the cuts came on top of a bad economy, reduced foundation and corporate giving, etc. made the environment for the arts even worse.

I'm working with the Minnesota Council of Non-Profits on a survey to quantify the effects of the cuts. One of the pieces we are looking at is employment - I know anecdotally that there have been layoffs, hours cut, positions left unfilled, etc. and we're trying to get a handle on what those impacts are. I hope to have the results on hand by advocacy day on Feb. 24.

I forgot to say that another thing we're working on is reports from each of the Regional Arts Councils on how the cuts have affected them and their constituents.

The arts community is so complex an ecosystem, some of the damage will be hard to quantify, but we are doing what we can to put reports together.

It is good to know that those cuts will have long term effects. Can you give us a guess at what the research with MCN will show?

Unfortunately not. Just as seeing one play does not give a person a knowledge of theater one year of added or diminished support does not define the future of our arts opportunities in Minnesota.

On going support that the public can count on helps make sure that the arts will be of a high quality and available to everyone. We have had a set back in the last year. We need to get the State back in the business of helping maintain that financal stability of the arts for the benefit of the public.
